Well, he says "I'm not being facetious." I doubt all the engineers and researchers at Area 51 would like having a bunch of inmates around.

Most of the remaining 'Gitmo' detainees haven't been found guilty - or even tried yet. The majority have been judged suitable for release, but they don't know where to send them.
