You are welcome to check the manuals containing the doctrine followed by the US military and the Canadian Forces in dealing with Counter Insurgencies and show us exactly where it says to use "death squads".

And, no the various militaries of the world do NOT have one set of manuals for public consumption/general training and another set to use once you reach a certain rank.

Rule number UNO of covert success is that there are no rules. You seem to be confused. The CIA is not the US Military but I'm sure the US Military participates in CIA OPs.

You seem to live in a movie fueled fantasy. There are always rules. Such as the US Government Counter Insurgency Guide. Please note that the Director of Intelligence (who oversees the CIA) contributed to this pub.
 
Death Squad Atrocities in Syria

Since early 2011, Washington waged proxy war on Syria. Daily it continues down and dirty.


Targeting civilians is policy. So are atrocities grave enough to make some despots blush.


Syria's conflict isn't an uprising, revolution or civil war. It's naked Western aggression. Syria's been invaded. A struggle for survival continues.


Washington planned regime change years ago. Western recruited death squads ravage the country. Strategy usually involves war.


Daily crimes of war and against humanity are committed. Pro-Assad loyalists are terrorized, tortured, brutalized, dismembered, and murdered. World leaders turn a blind eye. Assad is wrongfully blamed for defending his people responsibly...

Where is the self fact-checking with these people? Do they even attempt to pretend that they are being genuine or serious?

Given the large number of anti-Israeli governments in that area of the world over the last 64 years being able to point to one over throw doesn't give you a real solid basis for an argument

What about Sudan? The whole 'stopping genocide' thing there was surely a front for attacking Israel's enemies.

You know I'm getting more than a little annoyed at the propensity of some people to defend regimes like the that of Assad and Baby Assad of Syria. The idea being that they are under attack by evil westerners etc. The fact is the Syrian regime is pretty repressive and brutal even by the standards of the Middle East. Just go to the Amnesty.org site or Human Rights watch and you will find plenty of stuff about, repression and torture by the Syrian government going way back. One could of course refer back to the infamous Hama massacre of 1982. See here http://www.shrc.org/data/aspx/d5/2535.aspx.

The Syrian government is a brutal, repressive tyranny, which had an absurd cult of personality around the elder Assad during his life time. The idea that there is much defensible about this regime is risible in a black joke in poor taste way.

That the rebels are engaging in atrocities, (See Amnesty Reports) doesn't make the regime any more acceptable.

Ah yes, the Brrokings folks go through various scenarios for US intervention in Iran (which is not Syria), and appear to lean toward the unlikelyhood of their success beyond just moral and financial support for a multitude of reasons, the chief of which is apparently lack of good intelligence. Bad human intelligence (HUMINT) is by the way a notorious shortcoming of the US intelligence apparatus, which vastly prefers electronic gathering and drones, which are inadequate to the overthrow of a government.

And, by the way, no Death Squads mentioned, and the success of anything close looks improbable according to the analysis presented. In Iran.
