Scientology's "The Hole"

It's known for years now that Scientology has at least one secret facility and location to imprison and punish it's -uh- skeptics. What I don't understand is why it doesn't violate the law to run a secret prison type of facility. In other words:

If I would tell the local police that people are being held and treated unlawfully, would they actually inspect the facility and ask those prisoners about the complaint? Or is this once again a matter of "religious freedom"?

how about since when does a cult get the right to operate it's own unsanctioned prison. This is a dangerous cult that should be banned everywhere.

Uh, that's not answering the question about the local police at all. Because they would still have to enter the facility and talk to those people to come to the conclusion that those "voluntary prisoners happily endorse their punishment", which does not seem to be the case ...

In 2012, Debbie Cook, who ran the "spiritual Mecca" for seventeen years, came forward and accused the church of repeated accounts of "screaming, slapping" and being "made to stand in a trash and water's poured over you" in efforts to confess her sins. This was all done in "The Hole", located at Scientology's International base in the California Desert. She claims that she was taken there against her will and forced to stay for seven weeks.
