The original plan included CIA headquarters as a target - which is just another reason why CIA would be very interested in KSM and his plans. Murad and Yousef along with KSM had a plan to fly planes into buildings back in 1995. Murad told authorities this back then. I think that is what he is referring to.

I've heard mention of the Capitol building and the White House as potential fourth targets but not the CIA building. Where did you get that from?
