Why would anyone, for any legitimate purpose, buy the right to manage money?

Because those who bought that right, would be given the power of how that money is spent (within limits dictated by the terms in the contract). So for example, in the case of the lawsuit, the right is about using the money for charitable purposes or something like that.

In American parlance to "manage" money generally means to direct the manner in which it is invested. You obviously meant something different. I still don't see why anyone would purchase the right to direct money to certain charities, and I'm even less clear on why anyone would offer such a right for sale to begin with.

By manage the money I meant the the power over how the money should be invested, yes. And that's a lot of power considering the large amount of money involved. So a lot of people would be interested in that kind of power and pay a lot of money to get it.

Boyland seems sane enough. I looked at another article about "The Cabal":

No doubt the tinfoil hat info makes Boylan much less credible in the public domain. His job is likely to work for the Cabal, not against it. And that's another level than the public credibility. Boylan works with star children and star seeds if I have understood it correctly. Those are probably just smokescreen terms for children who have been 'enhanced' by the vaccination programs that give children autism but also in rare cases result in 'star children'. A kind of secret genetic manipulation and experiment program. Also the so-called alien abductions are related to that program. There are no real space aliens that abduct people.

Also, the Western Cabal probably wants to dismantle its own power structure since it's likely fast becoming obsolete along with the exponential progress of technology, not to mention the increasing possibility of humanity making contact with advanced extraterrestrial civilizations. The main problem is that the Western Cabal is responsible for a ton of illegal activities, so the trick is how to dismantle it in a peaceful way free from zillions of messy lawsuits.
