ETA: To be fair, the UK only just made it in the 20th century, and only if you take a pedantic view on when that ended.

Homosexuals have never been banned from military service in Norway. Military service has been compulsory from 1814 when the constitution was written, and it requires everyone to serve. Homosexual acts were illegal until the 70s, but serve in the military you had to do none the less. If there had been such a ban, everyone would've claimed to be gay..

I sort of assumed it was just a way, by the artist, to show more details on the uniform in the painting.

I've seen them worn that way in movies, too. Of course, they may not have been historically accurate, but there was quite a long period there where "practical" and "clothing" didn't seem to go together.
