The Senate letters contained weaponized anthrax, so that narrows it down to a bioweapons lab. Hatfill was the designated fall-guy with hoax anthrax attacks following him starting with the B'nai B'rith fake anthrax attack April 25, 1997. The anthrax attacks were a Mossad operation to get the US to attack Iraq.
