Since he was brought up and convicted by the House on charges of perjury and obstruction of justice, and no defense let alone a successful defense was made that he had not perjured, I think it reasonable to conclude that he legally perjured....That's really not entirely true.
First, what he did was not legally perjury......
Whether that means the federal definition, or the definition used by the Congress, may slightly vary from that in your state is immaterial.
