Yes, I understand that. The decision making process for policy recommendations may differ significantly from the decision making process for individuals. That is a major reason I consider it important to allow choice in the matter.

Policy decisions are indeed made on the basis of the whole population or society. That would be, for example, the decision to recommend a vaccine to all kids vs just some kids. The decision to include a vaccine in universal coverage is another example. It would also include the decision discussed above to recommend live or killed polio vaccine.
HOWEVER, the ONLY vaccine recommendation that we currently make which is geared SPECIFICALLY toward protecting someone else and not just the vaccine recipient is the adult booster for pertussis. ALL other vaccine recommendations benefit BOTH the individual and the group and the decision to recommend a vaccine is not based on the benefit of herd immunity. Even in the case of recommending population wide vs specific population targets for vaccinations is based on the benefit to the INDIVIDUAL.
It irks me to no end to hear that tripe repeated. If a vaccine recommendation describes the benefit of herd immunity, that does not mean herd immunity is the basis for a vaccine recommendation. It is true, when the % of susceptible people in a population falls below the threshold (different for different diseases) then people who cannot be vaccinated (too young or other medical reason) are put at risk. But that doesn't mean the vaccine recommendation is based on herd immunity goals.
Herd immunity goals might mean public heath gets more dollars to address a vaccine deficiency. But that would be because THERE IS AN OUTBREAK OF DISEASE AND PROMOTING VACCINATION IS THE WAY YOU DEAL WITH THE OUTBREAK!!

Depends on what you are terming 'facts' and 'opinion'. There is not a bright line between two, but a rather large gray area. In regards to vaccines, I agree that the evidence available clearly shows that the small risk is well worth the benefits. On the other hand, different people may consider the same facts I have yet weigh the risks differently and arrive at different conclusions. That's a difference of opinion, not of fact.
There is no question among the scientific medical community that in this case the NVIC goes well beyond 'opinion' and well into into the territory of providing false information.
I'm in support of the laws that require truth in advertising. Making false claims and bilking people out of their money is and should be illegal.

OTOH, making vague claims that don't specify anything is another matter. There is a responsibility on the part of the consumer to be aware of what they are purchasing. If they are aware of that and still choose to spend their money on dubious cancer cures, they yes, I think that should be legal. Do you disagree? Should homeopathic medicines be banned, or merely properly labeled so that people can know what they are buying?
Yes and no. I'm convinced that consumer education is the best way to address much of the false advertising. It's akin to teaching people to fish rather than giving them fish.
OTOH, there are many things which society has a responsibility to address beyond just saying, buyer beware, tough luck if you don't. It is an accepted moral standard for society to prevent fraud, not to put all the onus on consumers. It is especially in society's best interest to prevent fraud when it comes to medical information and claims. And it is of the utmost importance to prevent fraud that injures children and other vulnerable members of society such as the desperate cancer patient.
You ask if homeopathy should be banned or just prevented from making false claims. We are talking about preventing the NVIC from disseminating false claims. So which is it? is disseminating false claims the same as selling a homeopathy cure, or is it the same as labeling homeopathy with the claim it works?
Considering the fact the Net is indeed full of false information, it is not realistic nor desirable to try to censor bad information on the Net.
But banning the promotion of bad information via certain kinds of commercial advertising is within the norm for our society. I don't think 'profit' is the sole criteria for deciding which commercial promotion of false information should be prohibited. I think harm to society, especially harm to children and other vulnerable members of society is a better guiding criteria for intervening in 'free speech' when it comes to commercial promotion of false information.
I do see this as a problem. I'm not quite sure what the most appropriate response is, but I would like to see some regulation of medical claims, even if only requiring a disclaimer that the claims made have not yet been substantiated or a 'seal of approval' to sites that provide accurate information. I'm not sure how much of an impact that would have on this issue though. As I've said before, I see the problem being one of trust. People who don't trust/believe the government recommendations on this issue are unlikely to trust some other government agency that tells them which sites are telling the truth.

Problems such as those created by the anti-vaxer movement need to be addressed in multiple ways. There is no single approach that will likely be sufficiently effective by itself.
Preventing the amplification of dissemination of false information about vaccines is a worthwhile goal. It does not cross the line of preventing free speech. It is well within the historical moral norm of our free speech supporting society.
Was that a claim I made? I don't recall stating that and I'm not sure what you are referring to. I certainly think it's a matter of opinion whether or not vaccinations are worth the benefit. I wouldn't term that a medical opinion though. I think the risks and benefits are fairly well established, but everyone is allowed an opinion on what values they place on those risks and benefits.
This is not about the value one places on risks and benefits. This is about false claims of what those risks are, false claims about vaccine recommendations intended to put the group's health over the individual's, and false claims minimizing the risks of the diseases the vaccines prevent as well as claiming ineffective measures are effective in lieu of vaccines.

Or should we teach the valid scientific basis for evolution theory? There is no controversy within the scientific community about evolution theory. It is a bait and switch debate point: "They" are suppressing any science that validates Biblical claims. "Teach the controversy". Claiming the scientific community is biased toward evolution theory and is arbitrarily rejecting contradictory evidence is a false claim.
In engineering programs should the 911 conspiracy theories that include totally baseless engineering claims be presented in an engineering class as if the invalid claims really were controversial? I'm not talking about bringing up the claims and discussing the related engineering science, I'm talking about giving equal value to the claims and calling it a valid difference of opinion, rather than a different opinion based on false underlying premises.
Is the Universe a real thing that can be investigated with the scientific process or do you not have confidence in that scientific process, meaning anyone's opinion is just as valid as the scientific evidence based opinion? The reason we know the scientific process gets us closer to the real version of the Universe and that human 'opinion', absent the evidence gathered from the scientific process, does not get us close to the real version of the Universe is the demonstrated success of the scientific evidence based opinion.
I suggest to you that you are giving an unjustified value to 'opinion' that is not based on scientific evidence. I think you are basing your conclusion on the false underlying premise that anti-vaxers merely have different values. It's easy to be convinced that is the case, especially the way the anti-vaxer position is presented.
Just like the bait and switch argument about teaching evolution theory in public school science classes is framed as a debate about "teaching the controversy" when there is no controversy, the anti-vaxer bait and switch claim is that the issue is about parental rights and public health decisions over individual health decisions. This is not what the issue is about. The issue is about bad science and false underlying premises about vaccines and vaccine preventable diseases.
One can argue that the literature is inconsistent when it comes to putting a number to the risk of a vaccine preventable disease. Is it one death in 1,000 or 1 in 100,000? If all we were talking about was the information that the science of applying a risk value to a vaccine preventable disease is crude at best, then we would be talking about opinion. But it is not true that the diseases are harmless or they can be prevented with some vitamins. So when you claim the government is lying to you because they are in bed with Big Pharma and it's all about selling you a vaccine your child doesn't really need because there is profit in it, you are no longer talking just about opinion, you have added false information to your claim.
Yes, there is a range of opinons within the respective valid scientific communities. And influences on research and available information like profit motives are important and worthwhile to discuss. I'm not trying to deny that.
But what you don't seem to be recognizing, at least when it comes to the medical science, is that the range of valid science based opinions does not extend indefinitely out into baseless opinion (including the small percentage of bizarre thinkers who may have the education or professional credentials but adopt outlying convictions about the evidence). There is a difference between Dr Michael Behe who tried to prove irreducible complexity using the scientific process, and the Michael Behe who insists he can prove Biblical Creation no matter what the evidence. In other words there is a place for the innovative thinker in science but that doesn't mean one cannot tell the difference between an innovative thinker and a baseless thinker. There is a place for discussion of the risks and benefits of a vaccine and the influence of profit on public health policy. But that doesn't mean we should tolerate baseless conspiracy theories about government goals for vaccinating the population or the commercial dissemination of false information about vaccines and vaccine preventable diseases. There is a difference between different health care decisions based on values and health care decisions masquerading as a difference of values, when in reality they are based on underlying false information.
