No. You completely misunderstand what is meant by "switching on" a UPS of any size. You don't even seem to have the basics learned. Do some research and try again.
Further, whether they were active, online, or just a pile of cold, unconnected batteries makes no difference to the outcome if they are consumed by fire. So your witness statements remain irrelevant.
ETA: Oh, I see. You are trying to infer that if these UPS systems were not "switched on" then they must have been canisters of thermite instead, rigged to look like UPS systems.
Perhaps it would help clear your mind to know that no company in its right mind would buy a couple of dozens tonnes of UPS and lug them up into a building and then NOT even test them to see if they work. That's an integral part of the delivery process for that type and size and expense of equipment - extensive acceptance testing. And I rather suspect a major corporation like Fuji Bank would not skip any of these steps...
Because I'm rather sure that if some person from Fuji Bank was expecting to plug in and run a UPS, and it turned into a pile of lit thermite, they would probably have noticed and reported same to management.
