According to this Website, Barrack Obama 'sneaked behind Congress' like a kid to smoke behind the bikeshed to sign an agreement with Canadian PM Harper called, “Beyond the Border: A Shared Vision for Perimeter Security and Economic Competitiveness”. This is the "foundation for the North American Union.

This is effectively a "North American perimeter" or gate. Under this, we've got:

immigration, importation of goods and the joint use of military and civil authorities to “fight terrorism” and smuggling of weapons and other materials

No, it's real foundation is to assuage American fears over terrorism. As a few in Congress have alleged, Canada is some sort of open-door hotbed of terrorism and must tighten up its borders to those coming in from outside of North America. Another few allege all the 9/11 hijackers cross from Canada into the U.S. so the Canada-U.S. border must also be tightened up.

The reality is rather different, but then, Congress doesn't appear to often run in concert with reality...
