It was never tested on Earth as it was designed to work in the vacuum and micro gravity of space and on the Moon.

It was however tested twice above Earth, once above the moon, and once on the moon.

And of course extensive testing on the ground at the subsystem and system level, including thermal/vacuum testing in the big chambers at JSC. I've tested a satellite there in Chamber B myself (as part of the spacecraft team).

The "how come it was never tested?" saw is repeated with dreary predictably by the ignorant, who read some idiot conspiracy web site, or watch some even more idiotic BoobTube video and somehow gain the impression they have a clue. It's as if I watched an episode of Gray's Anatomy and said to myself, "Hey! I'll just drive on up to Shock Trauma and operate on the next guy medevac brings in myself! What do those stupid surgeons know anyway!"

NASA's MSFN network used dish antennae to communicate with Apollo. They had an angular accuracy of 0.025⁰. Please explain how the tracking station personnel could be fooled? And explain how a single station could receive signals for ~12 straight hours if Apollo was in Low Earth Orbit.

Big ones, too, because they would all have to carry a lot of fuel to constantly maneuver as they sequentially passed in front of a Moon that keeps moving.
