I'm looking to get some videos titled but don't like the options available as default in pinnacle studio.
I'd really like some very flexible and snazzy software that could create titles similar to the sort of thing you see on things like TV news or film intros.
I don't mind paying, but want to stay in budget up to about $50 or so, and don't want to pay for something and then find it's a load of crock.
Am I being overly optimistic?

I thought that would be a bit too limited, but I'll take another look just in case.
 
Cinelerra is FOSS if you want something rather more heavyweight.

No for windows 7 your options are rather more ah non-existant. Well there is that thing the VLC people are working on but I think it's still pre alpha.
 
Not sure if this is what you're looking for, and it may be a little overkill: Lightworks, which is a full-fledged non-linear video editor, which should have a title generator. It's gone open-source, i.e. available for free. Currently in beta for Windows.
