Dems not only tried to pass laws making handguns illegal, they actually did so in at least 5 cities - Chicago, DC, Oak Park IL, Evanston IL and Morton Grove IL.
In many other cities, lacking the votes to ban gun sales, Dem mayors sued gun manufacturers in an attempt to put them out of business and thus end gun sales threough the back door.
By your ridiculous criteria, cocaine isn't illegal in the US because the police didn't break down everyone's door looking for cocaine.
