Not clear to me if it was simply inept or just luck kept it from going off.

Think about it INRM, a 'vendor' told the police about it. Does that make sense to you? Would the vendor want to be getting as far away from a bomb as possible? Isn't it more reasonable that the vendor was the agent that set up the hoax bomb and that you and I are on the edge of breaking open the conspiracy to deprive America of her rights and harvest our precious bodily fluids?
Sounds almost identical to the car bomb attempt in London in 2007.

Surely it's more likely he saw smoke coming from the car and so reported a car fire. Not that much to get panicked about. Thanks the FSM it didn't go off.
This kind of reminds me of of a bomb at an Olympic party, I wonder what will come out in the wash now.
