Vornado Realty trust originally won the lease for the WTC, but then the deal went south when they wanted to change the terms of the lease. Silverstein was next in line, and the lease was closed in July, 2001.
That means, that the evil NWO had two months to think it up, plan it, supply it, and implement the hijackings, the disposing of the bodies, the stand down at the Pentagon, and the "controlled demolition".
