What about the Paris Convention of 1883? The Convention on International Civil Aviation?

You have some interesting ideas, but I think you need to think more outside the box. You know, I think if I were going to try to enslave everyone under my one world government, cooking up a bogus story about the planet getting warmer due to the burning of fossil fuels and then conspiring with the scientific community to push my made-up story as fact in order to convince the public to conserve energy would be a brilliant way to go about doing it.
