We also can't observe another's consciousness. We rely solely on our own consciousness to tell us what consciousness is.
Behaviourists would claim that, actually, we rely solely on our observations of other's to tell us what our consciousness is. Or something close to that.
ETA: In fact, I seem to remember that things were pretty murky until I was about four... almost as though my "consciousness" wasn't fully formed until then.
