- regarding the first quote: it is a threat spoken in public. Chrustchev once openly threatened that the SU would bury the West. Nothing happened. Saying is one thing, doing so another.
- regarding the second quote: do you understand what a partisan is? You probably think a Democrats or Republicans voter. Let me enlighten you: a partisan in this context is someone who tries to kill Germans. Nobody denies the ruthless operations of the Einsatzgruppen.
But in contrast of your quotes from 1941 I have another one, Goebbels's diary entry for 30 May 1942:

I hope that you are aware that it was Hitler who was in charge, not Himmler or Goebbels.
This is end may 1942. Another clear indication that no extermination of civilians was going on at least as long as the Germans were winning and that was until early 1943. Hitler wanted to remove the Jews from Western Europe, hence the transportations to Eastern Europe where they could support the war effort as forced labourers. In another independent communication (with Lammers) Hitler had already said a month earlier that he wanted to solve the 'Jewish Problem' after the war.

(April 1942).
And that makes perfect sense if you want to ship the Jews to Central Africa. You can only do that after you won.
And this is proof that the Wannsee protokol was exactly that: a deportations and forced labourers program and nothing else.
Question:
What do you think changed after it became apparent that Germany was losing the war? Do you think that might have had an impact on how the Nazis planned to make Europe free of Jews?
