Exactly!!! It's like that "What is it like to be a bat" paper. We can, in principle find out every last detail of how a mouse feels hunger. The one thing we can never do is know what it feels like to be a hungry mouse.
Or even this; Some insects can see way into the UV part of the spectrum. What is it like to see those colours? Do they scale their range of colours into what we experience? Do they see colours that we can't imagine? We can study their eyes and brains but we can't experience what it is like to see into the UV. Seeing UV as an insect has a quale that we can never know.
