Not before Britain declared war on Germany because Britain was so stupid to give carte blanche to the Poles regarding the Danzig issue. Very likely the Germans developed contingency plans for the case that Britain would mutate the drôle de guerre into a real one. And that's what happened when Britain started to prepare to invade Norway to push through to Sweden to cut of the German Iron supply from Giruna. Only then the Germans started to act in their characteristic ruthless way, much to the disadvantage of my country who wanted to remain neutral like in WW1. But the Germans never wanted war in the West. They had very bad memories to such a situation from WW1. And this desperate move by Hess is a perfect illustration of that fact. And it was Britain who provoked the Germans into a Blitz after repeated attacks on Germany by the RAF ordered by Churchill, the best politician Jewish money can buy, see this article:
