We had a theocratic government, one that couldn't stand or be elected without support from the catholic church. That meant a lot of power, and a lot of money, as you can imagine.

Under this government, control of public (and most private) schools, as well as orphanages was under church control, and heavily subsidized by whatever government that was in place, if the dudes wanted to be reelected. With enough money and power you can :

a) Make place. Pregnant unmarried girls would be sent away before their shameful state would show, give birth, and come back home, leaving the baby under the care of nuns. There were a lot of nuns at that time. That's what a girl did if she was interested in another career than that of homemaker, and if she desired to learn a little more than her ABC's and basic arithmetic (average education in rural settings - 4th grade).

b) Make a profit. All those kids, at some point, they could work, right ? And what about those rich american people who couldn't have children ? They could maybe adopt a kid in exchange for a "donation". Oh, and what the heck, why not ask the governement for more money. It's easy. Just pretend those kids need psychiatric care .

I think he was making a joke about how it sounded like you kept all those kids in your house.
