I can't help but agree that the word 'defensive' only seems to be likely in the sense of offence being the best form of defence.
 
I would think an offensive tunnel would be like the one they built under the wall into Israel to kidnap an Israeli soldier. I suppose the arms smuggling tunnels could also be considered offensive.

A defensive tunnel would presumably be part of an underground bunker designed to keep them from being blown up by Israeli bombs. I assume that Israel has similar underground shelters to protect their citizens from Hamas missiles. Or perhaps a tunnel to help them escape from a Government building should it come under attack by Israel or Fatah.

Actually the tunnels he refered to were being dug in the northern Gaza strip - underneath the Gaza-Israel border!

Likely it was being dug to kidnap another Israeli soldier, because that's exactly how they nabbed Gilad Shalit in 2006.
