Taking a look at it, I see it was dated 1996, so it's also possible that he just carried it with him where ever he went and may not have even thought about the fact it was in his luggage.

The will was an old personal document that made no reference whatsoever to 9/11 or why he did it. Why should Atta mail that to anyone?#29? Sorry but i don't think that that's reasonable. He forgot about his last will while he was preparing his martyr death he supposedly worked for since at least five years? Why didn't he mail it to some extremist media outlet like, let's say, FOX?
