A North Dakota man who is styling himself as "America's first sightless gunslinger" is claiming to be the victim of discrimination because Minnesota won't give a blind man a permit to carry a gun in public.

Any use he would make of his gun, he said, would be a response to an assault and wouldn't put anyone other than his attacker in jeopardy. "It would be self-defense, at point-blank range, with ammo that doesn't go any further than the assailant," McWilliams said Tuesday.

He has appealed for help from organizations such as Legal Aid and the American Civil Liberties Union, to no avail. Even if his appeal rights expire, he said, he would consider filing his own discrimination case.

Don't most states that issue CCW permits require you to show a certain level of proficiency on a gun range with a pistol or revolver?

"[A]mmo that doesn't go any further than the assailant"; Do you need a CCW permit to carry a slingshot?

I understand this person's desire to carry concealed for self-defense, but, dude. The second rule of handling a firearm is to never point a firearm at anything you don't wish to destroy. How on earth does he figure he can comply with that?

I think he might be talking about ammo that wouldn't penetrate the body. It's not like he could miss right?

If Ray Charles could peg a spot on the wall with precision to scare away a thieving child, hell!

Then again, Ray Charles pwned in everything.
 
Even if he can't get the concealed carry permit, he can still carry openly without needing the permit.
 
Of course he should not get a permit to carry a gun. To add, a blind person would probably make better use of a knife than a gun for self defence. To be able to use a gun as blind you must anyhow have physical contact to be able to point it accuratly. Then a knife is quicker and easier to handle. But a blind person being robbed really doesnt have much choise other than to complie and hand over his valuables if he wants to get away with his life.

Why shouldn't he get a CCW permit? He can't see anyone else's weapons; why should anyone else be allowed to see his? :rolleyes:

Just how "blind" is this man? in many places you can be declared legally blind whilst still having quite a lot of vision, faith heelers make use of this by showing how the legally blind after they have been prayed for (and preyed on) they are now able to see, as proved by their ability to count how many fingers the scam artist is holding up. the fact that they could see this well before the con man got hold of them is beside the point ;)

The 10-month-old, whose given name is Howard David Ludwig, was issued a firearm owner's identification card after his father, Howard Ludwig, paid the $5 fee and filled out the application, not expecting to actually get one.

The card lists the baby's height (2 feet, 3 inches), weight (20 pounds) and has a scribble where the signature should be.

I wonder if Illinois also doesn't have any gun restrictions on blind people.
