Not necessarily. The elevator in my apartment building (built in the 40's or 50's) has both weight and number of people. The number of people is 13 and the weight is 2000 lbs (IIRC).

Once in college a kid on my floor was passed out drunk and we moved his bed (w/ him in it) into the elevator, along w/ some of his furniture and even his posters taped to the elevator walls. When the doors would open in the lobby (where people were waiting to get on), now that was funny!
