How does the Iraqi government screen applicants?

This comes off another thread on the speculation of infiltration of Al Qaeda into the Iraqi army.

What kinds of screenings of government job applicants are possible in present day Iraq?

When the FBI wants to hire they go knocking on doors asking questions about the applicant. Much of Iraq is far too unsafe for anyone from the government to travel in. How exactly would they conduct investigations on anyone?

Most politics in Iraq are local, and are tribe and clan based. Don't try to think of it as like America, unless you want to think of it like the Hatfields and McCoys. Another good model is crime families or clans (gangs) in large American cities, but with the twist of the gang's influence (and legitimacy) exceeding that of secular authority by an order of magnitude. Look at how Saddam treated folks, and tell me if anyone in Iraq is going to be reflexively trusting of a central government. ;) Why would the new one be any different, particularly if it is seen as a mobocracy of the Shia?

I'm not really asking for the internal dynamics. Of course, that's a relevant debate to the overall situation within Iraq but it does really answer the question before us here. The OP is built around the assumption that "[m]uch of Iraq is far too unsafe for anyone from the government to travel in."
