Not if you read the whole thing I wrote I don't. They could be a liar and there are lots of that type. They could also be deluded, they could also be simply honestly mistaken in what they think they experienced. And that last category is especially true when we are a talking 'the whole of human history' because throughout a huge chunk of it, there were a lot of things that people simply didn't know HOW to explain so they mistakenly assigned a supernatural explanation to them.
The fact that you choose to sieze on only that one posibility smacks of a diversionary tactic on your part.
