Amid heightened public scrutiny of ICE agents following shootings in Texas and Maine, reports suggests the agency will now only be investigated by itself

Why add another agency when both are going to reach the same BS conclusion?

This pisses me off. Homan and ICE are going to propagandize this lone wolf, probably mentally unstable person. I mean c'mon, fireworks? That's not the sign of somebody who has it together.
Relax! Soon there will be all the body camera footage you could possibly want! More than you'd want, because they're only going to use them so they have material they can adjust using AI to fit their chosen stories.
We'll look back with nostalgia upon the days when there was just an absence of proof of their wrongdoing, rather than positive falsified proof of their not wrongdoing.
Probably true, but one can, I hope, hope for a moment that the difficulty and possibility of mistakes would give them pause. Right now, it seems their attitude is just "**** it, I'm going in. AI takes some time and expense, and some calculation of whether you're worth the effort.

They've not only gone all in, but they've also sold the house, the car, the wife and kids, and even mortgaged the cat and dog, and thrown it all on one last desperate spin of the wheel. And it's gonna come up double zero.
This is the type of person they want in Trump's stormtrooper/ICE squadrons. They want people who will do violence to all people who don't comply with their white-supremacist ideology.
Yes, it is really bad policy to let people in without any vetting. You'd don't know who you've got. Really important to enforce that. Lots of harm can be avoided.

Here is an oddly edited video of the intersection at the moment a gunshot is recorded. Kid said he was going through the intersection at that very moment and saw Johan Sebastián put the car into drive and was trying to hit the ICE officer. Uh, yeah.
Here is a link to a news site webpage that has 5 videos related to the shooting and its aftermath (plus a compilation video of them all) with 4 of them being from different security cams that were in the vicinity. The first on the page is the same ring cam video that you posted and that they have titled "Angle 1: Video from intersection":
Footage from neighbors, a local business and bystanders capture gunfire and agents surrounding Joan Sebastián Durán Guerrero on the ground.

Although your video, the first video, didn't seem to have any footage from within the time frame we should have been able to see our claimed witness, I believe that this silent security cam video of the intersection taken from another camera on the very same building actually does. It is the third video on the page which they have titled "Angle 3: Video from back door camera":
If our claimed witness was the driver of the second vehicle that we can see crossing the intersection at the start of this video, then it looks like he could have indeed been in just the right place and at just the right time to have been able to see what he claims to have seen. From the timestamps in the video, it appears the driver could have possibly witnessed up to 6 seconds or so of the ICE interaction right before the shots were fired. So, again, if our claimed witness was the driver of this car, we have evidence backing up some of his account. The driver of the other vehicle, though he might have seen something too, seems to have gone through the intersection a little too soon to have been the claimed witness that at least some of us have now already heard from.
I've looked at the intersection on Google Street View and it appears to be about 5 car lanes wide and which the second vehicle seemingly traversed in about 5 seconds. The driver would have been moving at a fairly slow 7.5 miles per hour or so, then, which is maybe a good speed for rubber necking. (Supposedly car lanes in Maine are 11 feet wide, btw.)
So, we seemingly have a civilian eye witness as to what went down right before the shots were fired and yet it doesn't appear the national nor international news media have bothered at all to interview him, though I have now seen a couple of rather short more local Maine news interviews.
Honest investigators who know the law could thus conceivably ask him about details which could maybe help them to better determine whether or not the shooting was legally justifiable. Plus, I'm pretty sure there will be at least one ICE agent's account, too, that may agree with his, for our claimed witness has already stated that the person we now know to be Guerrero was trying to run into the ICE agent.
I've taken some of this silent security cam video from Hill Street looking toward the intersection and added to it the sound from another security cam video, the fifth on the news site webpage linked above which they titled "Angle 5: Convenience store footage", and that I've identified as being from Pool Street and from around 380 feet or so up the road from the shooting.
I tried to align the apparent sounds of screeching tires and a crash with what looks to be the swerving and maybe side swiping of Guerrero's car by the vehicle that had been traveling along Hill Street when Gurrero's car rolled out in front of it. Hopefully I've synced the sound and video fairly well. (I think this vehicle can also be seen moving toward the intersection just before the crash in the video from which I got the sound, also, the above video.)
Two vehicles are traveling along Hill Street through the intersection with Pool Street. The second one slowly drives through the intersection allowing our possible eye witness (if it's not another witness) to see what happened just before the shooting starts. The shooting begins and three seconds later Guerrero's car rolls into frame on its way toward and into the intersection. Guerrero's car rolls in front of another vehicle traveling on Hill Street which likely had the right of way (since it doesn't seem to be stopping and the intersection has traffic lights that can't be seen in this view) and so then at about 6 seconds after the start of the gunshots this vehicle swerves, side swipes Guerrero's car and then speeds away, somehow managing to avoid t-boning Guerrero's car but with enough of a collision still to have possibly caused it to start going in circles within the intersection (which as can be seen in the full video continues for a full minute before ICE agents are able to bring it to a stop). An ICE agent, possibly the one who had fired the shots, walks into frame at around 9 seconds after the first shot.
So, it also seems to me that Guerrero could have already been fully incapacitated when his car first rolled into frame and throughout everything we can see thereafter, having been shot about 3 seconds before the car entered the camera's view.
If you hear the sound of a car right after the gunshots start, it is probably not that of any of the cars in this video of the intersection. There was another white car that started moving just after the gunshots began that was nearer to the security cam from which I took the audio and which was, again, up Pool Street. I think I've located all four of the actual security cameras on Google Street View, btw.
Even though some people with a political agenda may want to characterize our Columbian shooting victim as some sort of angel who flew down from heaven and our ICE agent as some sort of evil demon who crawled up from the bowels of hell (metaphorically speaking), it is of course still quite possible that the young man made a stupid, dangerous and ultimately tragic mistake and our ICE officer was legally justified in shooting him to perhaps even protect himself.
Either individual could have been at fault. In such encounters with law enforcement it's certainly been known to go both ways, of course.
I did notice some inconsistencies in our supposed witness's two accounts in the two short interviews with him that I've seen, however. In both he does say that the person we now know to be Guerrero tried to run into the ICE agent, but in one it sounds like the agent had his gun already drawn (and he was yelling) BEFORE Guerrero tried to drive into him and yet in the other interview he seems to say that the ICE agent drew (and then shot) the gun WHEN that happened. So, in that maybe this claimed witness misspoke or had awkwardly worded something in one or both of the short interviews, what he actually saw concerning the order of things would need to be clarified.
In the shorter interview he also didn't mention the repeated shouting by the ICE agent that he had spoken of in the other, either. So, someone questioning him would probably need to take the time to get a more complete and accurate picture as to just what he might have seen and of course, again, the actual order of things.
The other interview with him is in the middle of this short video, btw:
I've made a slideshow out of some screencaps from Google Street View to give us a rough idea as to what sort of view our claimed witness (if it wasn't another witness) could have had right before the shooting.
Unfortunately, one of the images from Google Street View seems to have been taken on a different day and at a different time of day than the others. I hope this is not too distracting. I thought about leaving it out, but decided not.
Here is another slideshow video I made using the first frame and every thirtieth frame of the original video to show the location of our likely witness at one second intervals while traveling through the intersection:
Available evidence shows that there is indeed a car traveling in just the right place and at just the right time to fit the account of our claimed eye witness if he was its driver. ...with this claimed witness having also already claimed that the shooting victim tried to drive into the ICE agent before the shooting.
That would also be in agreement with what another witness (of just the aftermath) said that the ICE agent himself told him after the shooting.
ETA: Just noticed that the link with the 5 videos was actually the same one from which Frank Newgent grabbed his video, the first video. ...anyway...
This is the building on which was mounted both the security cam which took Frank Newgent's video (Angle 1) and the security cam which took the silent video that I posted (Angle 3).
The security cam which took the first video, Angle 1, is I think above the door of the Pawn shop here. I believe it is the black dot and so fairly well hidden, unless something else was intalled since this Google Street View image was taken two years prior, of course.
The security cam which took the silent video of the intersection that I posted, Angle 3, can seemingly be seen hanging below the building's eave here:
This appears to be the convenience store which had the cam from which I took the audio, Angle 5:
The cam can be better seen in this image:
The other cam which captured audio of the shooting seems to have been on a private residence and it was also farther away, so I'll skip that one.
Reportedly, a friend of Guerrero said that the Kia he was driving was registered to someone else, and that she suspected that the ICE agents were maybe looking for that individual. Here is that report:
Yasmin, a friend who asked that she be identified only by her first name due to lingering fear, described Guerrero as an affectionate and loving father who had lived in the U.S. for about three years, had legal status and was in the process of seeking asylum.
Guerrero was making payments on the Kia he was driving, which was registered under someone else’s name, Yasmin said. She suspects the agents who stopped and killed Guerrero were looking for the car’s owner.
The 26-year-old from Colombia was shot by federal immigration agents Monday morning.
www.pressherald.com
The claimed witness who says that he heard Guerrero say "I tried to stop," which national and internial news agencies have been running with, apparently also had other things to say concerning the ICE agent who may have shot him. This witness's account also seems to have changed a bit from interview to interview, too, btw.
In one he didn't seem to be too sure as to what he believed he might have heard from Gurerro. In others he said he was certain as to what he heard.
...but in apparently multiple interviews he has also said he believes he spoke to the ICE agent who did the shooting and that the agent claimed at the time that the guy we know as Gurerrero tried to run into him.
Here is one:
After Biddeford police and an ambulance arrived, Boucher said he saw someone appear to start CPR on the driver. Boucher went out to his front door, where the federal agent he believed fired the shots walked past him.
“I said ‘This was awful’ and he said, ‘He was trying to ram me,'” Boucher said.
One resident who saw the shooting said he heard the man who died say 'I tried to stop.'
www.pressherald.com
Here is another interview on video (...and hopefully I transcribed this portion of the interview with Boucher correctly. Feel free to check me):
"The ICE agent that shot him walked right in front of me. ...and I.. ...course I had (emo..)? I was emotional and I just let him have it and he looked at me and he said 'he tried to run me over' or something to that effect. I don't remember his exact words. There was another ICE agent with him that was trying to comfort him and they walked away."
In one account he supposedly said to the ICE agent "This was awful" and in this other he says he let the ICE agent have it!
What kind of person would get after a law enforcement officer about a shooting if he wasn't able to see what happened leading up to the shooting?!
A biased one? A true believer in some sort of political cause perhaps? ...regardless, he still may have conveyed some important information, for he may have passed on the approximate on scene account of the ICE agent who did the shooting.
"comfort" is also an interesting word that he used there. Why would the ICE agent need to be comforted if he actually wanted to shoot people?
