So far you have demonstrated that you know little or nothing about the technology that made the Apollo program function. At this stage I still lean towards the program not being ready on time. There is no way any responsible person is going to send those three guys up to the Moon with no tested way of bringing them back safely. So yeah, I do think the Apollo 11 Moon Landing was a 'placemarker' if you like, and then highly classified for the next hundred years. That is just my opinion having looked at all of the facts. The guys are on the front page of all the newspapers internationally and on tv live around the world. Mission accomplished whether they went there or not.
They did test ways of bringing them back safely. The LM and CM/SM were tested on Earth, then on unmanned flights. Apollo 7 tested the CM/SM in Earth orbit. Apollo 8 tested the CM/SM in lunar orbit. Apollo 9 tested the LM in Earth orbit. Procedures were developed for using the LM as a life boat. Apollo 9 propelled the combined CM/SM/LM using the LM descent stage engine on Apollo 9. Apollo 10 tested the lunar abort procedure.
Apollo 11 was the test landing on the moon. Armstrong and Aldrin landed so far off target that Collins in the CM, was not able to locate them until after after they lifted off. The two astronauts had a brief EVA in which they planted a flag, took some photos and deployed a few experiments.
It was not until Apollo 12 that they managed to land on target and exploit the full extent of their equipment and consumables.
There was a ton of testing. Which tests do you think were required, but omitted?
