Does he think there are actual physical barrels sitting there for them to just take?

He's been releasing oil from the strategic reserve. That's where the oil is coming from.
 
The reason why oil is down is because demand is down, as everyone is drawing down inventories and trying to make do without.
When the oil flows again, prices will drop with all suppliers trying to sell as much as possible as quickly as possible to recoup the losses from the war.
 
They want to make a deal again

Yes. That's where he's been taking that oil out from. We've been taking it out of the reserve. He didn't say that he's been taking it out of Iran. I have no idea why you think that's what he said.

It's down because a pedophile decided to start a quick victorious war to distract his followers from his guilt. This has put Iran in a situation where they need money quickly and China, like a good capitalist, is abusing the situation to buy their oil at a lower price. It's not dissimilar from banks buying up land from farmers after a failed harvest.

Yeah, I don't think you understand what's been going on. China was buying Iranian oil at below market rates since well before this war.

And what country has been pushing Iran towards China by putting it under sanctions for 40 years? Again, why is China abusing that situation to get a quick profit suddenly not a nice capitalist action?

I'm not blaming China for taking advantage of the situation. It's absolutely rational. But it's still not capitalism.

That's going to be an amazing weapon. Until it's over water with 2 foot waves. But what are the odds of that, on the ocean?

Oh, and thicker air means more air resistance. There's a reason passenger airplanes cruise at 30,000 feet.
