Don't tell me. He wanted 10,000 troops but he didn't offer them to Pelosi and the mayor. He had other plans for them.

Apart from the many many problems with such a tunnel, I would have thought there was a tectonic boundary there, but turns out there isn't, so that is somewhat feasible then.
