If a man is entitled by fiat self-ID policies to expose himself in a women's restroom, then by design and by definition he cannot be ejected for exhibitionism, even if he's exploiting the policy to do just that. Likewise if a man is a voyeur. Eliminating fiat self-ID eliminates this loophole.
Kind of like how members of Congress can't be charged with the crime of insider trading, because they've created a big fat legal loophole for themselves.
