I have been very consistent on this issue.

African-American, is a term made popular in the 1990s to refer to Black Americans.

It does not mean someone who was born in Africa and has American citizenship.

Unhappy about the definition? Think it should be taken literally? Go scratch.
You have certainly been consistent: You have consistently complained that he doesn't fit any of a whole host of variations of ways to describe black people, yet you never quite manage to show that he claimed to be in that category. He didn't check a box on his application saying "African American". Whether or not I agree that African Americans need necessarily be black is moot. That wasn't what he claimed to be.

What he said was "most college applications don't have a box for Indian-Ugandans, so I checked multiple boxes trying to capture the fullness of my background." So although he did check that box, it's not the only one he checked. It's not entirely clear whether there was a box he could have checked which would have been closer.

It does seem to have been a poor decision, but somehow its current proportion seems excessive.

Let's mention that he was a 17-year-old kid, so even if he did stretch the truth a bit, it's something he did as a minor. There's a very good reason why the records of minors are largely expunged for modest offenses and here it's not even like he committed any criminal or civil offense at all.

And yet he put black/African-American as his race.

I guess at age 17 he was a moron OR trying to commit fraud so as to benefit from AA.

The result is to make it seem less likely the kid just ticked the boxes which seemed to him to be the best fit for his particular case. That's what I think happened. You insist no, he was either a fool or a knave. But for some peculiar reason you never, ever correctly quote the text you included above. "Black or African American". This curiosity is beginning to look like a performance. More than beginning.

At least it allows the right to be outraged by something (buttery males 1!!!11!!!!!!!!) and distracts attention from their own positions and candidates.

That it also increases engagement with the poster is an added bonus IMO.
