Do people expect that the stock market will continue to climb, or was that surge caused by people trying to ride the wave?

I don't imagine that this shows a sudden surge of confidence as the baseline tariffs are still on, China and the US will hit each other hard, and there is still no clear policy, nobody knows what Trump's goal is with this unless it is simple insider trading that explains the whole thing.
I don't see how any business could make any plans for investment or expenditure in the next 90 days

In any case, most non-idiots know you can increase water pressure by removing the filter.
While I don't necessarily agree with the order, it correctly points out that two previous administrations (Barack Obama's and Joe Biden's; in this case Biden's) expended no small amount of effort into producing a 15,500 word document that concentrates on the definition of "showerhead." See Energy Conservation Program: Definition of Showerhead [PDF]. And that was only part of the effort to reduce water flow. This is an example of the type of inefficiency DOGE is supposed to eliminate, instead of taking a chainsaw to whole agencies.
 
As of the close of the day on April 9, my positive/negative score on the Trump administration stands at -450.

Three of them are too complicated for me to want to spend the time analyzing them, so I gave them a neutral score. I'll adjust the scores if others are willing to read them carefully and point out problems.

Your first +1 is just removing a raft of necessary health and safety measures to protect US consumers and workers. It is most definitely not a +1.

And the second one is an executive order that has no hope of ever been implemented. The necessary infradtructure has gone and too many of Trampy's backers will ensure it never comes back.
 
It will come down to whether many important regulations such as the ones you mentioned will be deemed necessary or not. In the current environment, it's uncomfortably possible they will be seen as unnecessary.
They will be seen as unnecessary. When right wing politicians talk about "reducing regulations to free up businesses" they always mean they want to get rid of necessary protections that stop us from getting ◊◊◊◊◊◊ over from said busenesses.

About the only thing that will be strengthened by this EO is tort law to stop people suing for harms done to them.

Prime Minister Viktor Orban has long been seen as close to President Trump but he also has domestic pressures to consider when it comes to tariffs.

On social media the minister for foreign affairs & trade, Peter Szijjarto, said: “Such measures would cause further damage to European economy and citizens by raising prices. The only way forward is negotiations, not retaliation.”
Well he's right. It seems like we are watching Tr*mp punch his population in their faces and our leaders are retaliating by punching our populations in their faces.

i think it's a little more complex than that though. in the long term, allowing the us to dictate the terms of trade by threatening tariffs constantly isn't viable either and also recognizing that, as a long term strategy, negotiations may not work since trump doesn't abide by his word.

even in the short term it may be unwise. if he can threaten tariffs for abiding by the terms of deals in place, including his own trade deals that he made in his last term, break these deals and demand concessions, you can't keep capitulating indefinitely. in 90 days, or even sooner depending on the whims of the mad king, you may be right back where we were.

90 days will allow at least some companies to look at their supply lines and try and route them around the USA, but for others it will not be enough time, and for others there will simply not be the capacity in neither raw goods nor manufacturing that can be brought online within 90 days.
 
And it took me some time to realise he's beckoning Trump back as he reverses his pickup, presumably suggesting he can lure Trump into making a disastrous mistake.
Probably inspired by the the late president of Ivory-Coast, Felix Houphouet-Boigny, famous for having said :

Sec. 15. Improve Procurement Efficiency.
(ii) reductions of the layers of approval needed to execute, build, and improve the vessel acquisition process, including by utilizing commercial acquisition and modular design practices that reduce complexity and prevent frequent changes to ship designs;

Apparently suspending the tariffs on everyone but China has made sure that China are now isolated.
