Trump's Second Term

He is the "We'll see what happens" President. No forethought, no study of the implications, just any fleeting thought that gets into his melon that for some reason seems like a good idea to him, gets immediately implemented. (Stuff he doesn't want to do will be done "in two weeks".)
 
It appears the power of the President do arbitrarily impound Congressionally approved fund, is illegal. He has no such power.

Once a previous President and Congress pass a bill, that money must be spend that money. If he REFUSES to do so, he can delay approved spending for 45 days, and unless Congress then approves his cancellation of the spending, the spending MUST go forward.

"The Supreme Court considered the impoundment question in Train v. City of New York (1975) after the ICA was passed. The city sued after it did not receive funds allocated to it under the Federal Water Pollution Control Act Amendments. President Nixon had vetoed the bill, but Congress overrode the veto. Nixon then reduced program spending. In his unanimous opinion, Justice Byron White wrote that “the sole issue before us is whether the 1972 Act permits the Administrator to allot to the States under § 205(a) less than the entire amounts authorized to be appropriated by § 207. We hold that the Act does not permit such action, and affirm the Court of Appeals.”
"Under the ICA, spending deferrals must not extend beyond the current fiscal year, and Congress can override deferrals using an expedited process. For recissions, the president must propose such actions to Congress for approval, and he can delay spending-related to recissions for 45 days. Unless Congress approves the recission request, the funds must be released for spending."

TRUMP: Well a lot of them are globalist countries and companies that won't be doing as well because we're taken back things that have been taken from us many years ago
 
Trump: "We don't need Canada's lumber. So what I'm doing is I'll be signing an executive order freeing up our forests so that we're allowed to take down trees and make a lot of money and then re-harvest trees ... we don't need anything from Canada."

Good thing he gutted the EPA so no one can complain.

If President X negotiates a massive spending bill with Congress that spends $5 trillion over the next 5 years, the future President is obligated to spend every dime of that bill in the way the bill demands?

Does that mean if Trump before was able to get funding for a massive $50 billion wall on the Mexican border, and the construction extended into Biden's term, Biden would have no power to stop construction?

Kimmel gave me an idea. Could one of you good people in the US look into ways in which you can send Trump an anonymous tip that America is sending, oh say 50 Million dollars a year as rent to France? Would be interesting watching him spout that in his next press junket.
I think France should send Trump a full bill...adjusted for inflation, of course,...for all the Military held they gave the US during the War Of Independence..........
 
Presumably it was Ash Wednesday - that's what some folk do when going to a church service.
Very common among Catholics going to mass that day. My wife does it..though with her it is just a small stripe..not a cross.
 
To be fair I saw a Democrat Mayor with one this morning too, admittedly hers was a bit of a smudge while his looks like Donnie did it with his Sharpie... I vaguely remember it being a thing over here when I was a kid but it's been decades since I've seen anyone with one.

If President X negotiates a massive spending bill with Congress that spends $5 trillion over the next 5 years, the future President is obligated to spend every dime of that bill in the way the bill demands?

Does that mean if Trump before was able to get funding for a massive $50 billion wall on the Mexican border, and the construction extended into Biden's term, Biden would have no power to stop construction?
In theory, yes. Changing budget appropriations would be the responsibility of Congress. Even if the ridiculous spending bill is what got President X kicked out in the first place.

Something like that, yeah. And then, if Congress doesn't pass a budget that supplies the funds needed to do so, he have to borrow money. And if that means hitting the debt ceiling, we get the song and dance show that raising it usually involves...
