The EOs didn't outlaw DEI, they removed DEI training and inculcation from federal jobs. They don't outlaw employers being able to hire a diverse staff, nor provide equitable and inclusive workplaces... but they do limit the degree to which federal entities can forcibly shove an ideology down their employee's throats, and the prohibit preferential hiring on the basis of race & ethnicity, sex, religion, etc.

Jim Crow laws (to take one of your examples) were repealed long before there was anything called DEI (hence no correlation, much less causation).
