Sounds like 'God's Other Son' by Don Imus.Second Son was an interesting novel I read over 20 years ago--no clue to the author anymore.
Guy had to prevent a nuclear strike on Colorado, IIRC. I remember enjoying it, but wonder how 20 years' perspective might alter that perception?
Anyway....
