I think it's more likely he didn't even bother to check if there were any rules. He just assumed he could go wherever he liked and do whatever he liked.
Arlington says they sent the Rules more or less to everyone on the Trump team they could find - multiple people on that trip knew exactly what they rules were.
And yet, after Biden finally got the message and quit, it turned out that the GOP were not even ready to capitalize on the thing they were most arguing for. They somehow only had a play book to use against Biden, and once he was gone they looked like the dog who caught the car and didn't know what do with it.

Arlington is supposed to be one place above Partisan Politics, and the people running it are very keen to keep it that way. Trump was clearly trying to exploit it for his political gain.

That's what's so goddamn frustrating about this. "This should be end of Trump!" should be true! Just like the last 5,000 "This should have been the end of Trumps!" should have been true. He has done things that should have tanked a political career a billion times over.
I noted years ago that nothing, nothing will shake that ~40% thing. No matter how we ask the question, no matter what happens, about 40% of Americans like Trump and I don't know why and they won't tell us because they can only speak in Troll.

TBF, what choice do they have ? When we bitched how Biden is too old, nobody really considered Trump as an alternative. There are 2 parties, and 2 candidates. IMHO people choose the party, rather than the candidate. They then have to support its candidate, no matter what he/she does.
