Nope! Capitalism is actually so fabulous that it's highly attractive even without tax breaks.
Black markets emerge even in communist societies,
where not only are there no tax breaks, but private property and capital investment are frowned upon and even criminalized.
Tax breaks are an attempt by liberal governments to use market forces to encourage investment in things that would otherwise seem unattractive to people with capital.
Tax breaks are, in fact, a testament to the attractiveness of capitalism.
If socialism were as attractive a capitalism, people with capital wouldn't need tax breaks, to invest in things the government wants investment in. They'd happily pay the higher taxes, as a way of investing in government programs.
Socialism is attractive to a lot of people, of course, mostly the further away from home it is. The closer the government gets to you personally being required to give according to your ability and receive according to your need, the more you come to terms with your love of private property and the freedom to invest your capital how you - not your government - sees fit.

Do you really think our government prudently and efficently spends the tax money it already takes in? Why should we have to pay higher taxes because our government is inefficent and incompetent?
Strange question. If its our government that is inefficient and incompetent then its our responsibility to pay for it.

Despite the nonsense we've been fed for close to 50 years, the federal government isn't that bad at it. It turns out the "waste preventing" measures cause more inefficiencies. Government agencies tend to be staffed by people who believe in what they are doing and want to get the job done. Kind of like the "efficiency experts" and "productivity monitors" employed by corporations.
Because the government is less inefficient and incompetent than the typical corporation? Because a profit-based motivation doesn't necessarily mean the objective is to do the job well?

Make them more efficient (by voting in better people or something?) then lower taxes, cool.
Lower taxes, hoping that then they are forced to get more efficient ... that just means in the meantime roads, education, ... all the stuff we need Governments to do, falls over.
