What does this bit of gibberish have to do with the thread?

Just Vixen telling us once again how her life as a polymath makes her so much more intelligent than anyone else on these boards. There is no topic on which Vixen is not the authority, so by her own twisted logic she is not to be believed on any topic.

What is your opinion about this same diesel fire being able to burn away the concrete floor?

A Lithium battery fire cannot melt Conctete, unless you add Thermite to it, it looks like the floor above collapsed do to a Carbon based fire causing the steel supports of the concrete to fail.
Simular to other well known collapses like the world trade center, Madrid Tower, plasco building in Iran.
Concrete does spauld though at below 1000c some some Spaulding degradation of concrete is known to occur in Hydrocarbon based fires.

Spalling, I think. Spaulding is when the concrete turns into a Marx brother.

No, no ClF3 is currently in production here, in industrial quantities.
There is a demand for the stuff as an etchant in certain production processes.

I had assumed it was going to be about a machine I read about years ago, intended for cleaning up buildings with nuclear contamination. It would move across a concrete floor, square by square, and blast the floor with microwaves or maybe even x-rays, which apparently caused little chunks of concrete to spall off, but making almost no dust. So the contaminated surface could be collected up and removed.
