Trying not to defend Modi here, but it's hard to discern whether Modi is responsible if it was Hindutva/anti-Sikh squads acting independently or whether they were somehow sent by Modi's government.

Bit like 9/11, was Saudi Arabia to blame?

Investigations will need to be done.

It's hard not to have at least a little sympathy for India after the Air India 182 bombing by Vancouver based Sikh terrorists, and subsequent utterly botched investigation by Canada. But not all that much.
Religion poisons everything.

He is, and I'm sure he's done a lot of 'Sikh are bad, and Canada are hiding them!' comments, or his party did.

Personally I suspect this is more along the lines of incitement rather than direct orders.
Just as bad, but harder to prove, as Trump is showing. And that's not taking into account that Modi is the head of a different nation, so investigations are going to be impossible until the Indian government changes.

That has become the main battle cry of Modi's Internet Army of Trolls . Many fourms on this topic are flooded with exatly that crap..all Sikhs are terrorists and Canada is helping them.
I disagree about Canada being unable to find out who did it, though.
 
Now India has stopped issuing visas to Canadians. Wow. This looks like an overreaction that's compensating for guilt.

Note, it just looks like that. I look forward to Canada and India doing proper investigations.

Punjab had rejected Modi's BJP in the last elections. With the General elections due next year, Modi-BJP and their enablers among Hindu rightwing organizations are definitely taking this opportunity to conflate extremist Khalistani activists with the average Sikh. Quite sure they will indulge in some form of stochastic terrorism as per their MO. The anti-Sikh pogrom of 1984, the RSS did not just ignore the violence by Congress goons against Sikhs, but also actively participated, particularly in Delhi and various other Northern states.

I'm sure that Canada can discover the murderer, but to prove the murder was ordered by the Indian government would require the Indian government to cooperate with such an investigation, which I do not see happening. So unless the murderer happens to have a signed document on him Modi can happily say "Lone extrimest that totally misunderstood my comments"

If they're Hindutva, they're either part of the BJP itself or closely enough allied to Modi that he can order them sicced on his enemies. Remember, the party is the political wing of the RSS terrorist group.
 
If you can get around the paywall, this is a very scary WAPO artical about what is going on in Modi's India; the govenrment is using pure bigotry and hatred for political purposes. When that happens, disaster is never far behind.
And ,never forget, Modi has his hands on the Nuclear Trigger.

Why so hostile? It is a legitimate question. Indeed some BJP leaders have recently been trying to reform the image of Godse (Mahatma's assassin) from "India's first terrorist" to "India's sapoot[/I (good son)" in a purely race-based sense. But apart from their nonsensical notions about racial purity I don't know of any real connection between Godse and Modi.
