While he has claimed that the perpetrators "will be brought to justice", history does not provide his statements with any credibility. Add to it the fact that authorities are trying to find out who is responsible for spreading the video. Seems like he was banking on the Internet blackout in the state to help him keep the state-instigated violence under wraps.

What's Modi's relationship with the army like?

Unlike in Pakistan, the army is not a very powerful political force in India. There were attempts early on where there were a few hawkish army retirees would be constantly on TV spouting pro-BJP bigotry, but this hasn't been happening of late. However, Like in most countries the government does like to deify the army primarily for propaganda. We have a dark joke here..."The only soldier Modi likes is a dead soldier." So they can use the death to feed a hate campaign.

In addition, the army has been used by both Congress and now more intensely by the BJP in Punjab in the 80s, Kashmir, and the North Eastern states to curb dissidence.

It has been a Modi strategy since he was the Chief Minister of Gujarat and used the strategy against Muslims in the state. Since he became Prime Minister, his constant partner in crime and current Home Minister established a media network that is tasked with news suggesting that the Hindu populace in India is in danger through false reporting and rumor mongering. For instance, a rape or a murder somewhere and immediately the victim is a Hindu (preferably upper caste) and the perpetrators are Muslim. Very recently in the case of Manipur, ANI a BJP allied news agency tried to portray the atrocities as being perpetrated by Muslims:

CNN is reporting that opposition parties are having some success at a coordinated anti-Modi campaign, especially in the South. Undoubtedly Modi’s world tours over the past few months raised his prestige at home. But recent wins in Karnataka for the opposition has them bolstered.

Their biggest problem appears to be the lack of a leader with celebrity status. Someone who could stand toe-to-toe with the PM. Rahul Gandhi was the default answer for so many years but he is drowning in his own issues nowadays.
