I don't recall where, but I've read that the Russians have been using Crimean groundwater at a far greater rate than it's being replenished by natural processes, to the point where they've expended about 80% of what was available in 2014.

No, I don't think this is right. Ukraine (with its allies), for example, never officially accepted that Crimea belongs to Russia.

Foreign ministers, world leaders, major NGOs and their staffs have plans. You have an idea that can't get past the horse-holders of the horse-holders.

Nevertheless, current world leaders are clearly struggling with this crisis (they say very different and divergent things, one can't build a plan on that, so missiles and bombs are "talking").
So I believe, my simple plan is a compromise solution (based on a lot of study, even if it fails being extremely smart) which could be useful, in my opinion (and I have lots of peace plans like that for other issues, like Koreas, China, Palestine, Kosovo ...).
Under the plan I have devised, Russia would only keep the two people's republics of Donbass, and Crimea, that's it. Ukraine would remain neutral, water would flow in the North Crimean Canal for your friends the Russia-loving Crimeans, and sanctions would be lifted.

Why? I can see why such a peace treaty might lead to lifting of the most recent sanctions, but there's no need to lift the ones put in place because Russia illegally annexed Crimea.and sanctions would be lifted
