Several hours ago Japanese TV and radio stations broadcast emergency alerts after radar picked up a North Korean missile launch headed towards Japan's Hokkaido Island.
The 5 million residents of Hokkaido, Japan's second largest island, were warned on Tuesday morning local time to take shelter after North Korea launched a missile over the island. After a tense 20 minutes of emergency alerts, the missile was announced to have crashed into the Pacific Ocean. Link to CNET report

Because Japan is seen as allied with the West, and it's the next closest country after South Korea, with whom they are technically still at war.

Somewhat related, it was just over a year ago that the Chinese Communist Party threatened a full-scale nuclear attack on Japan if the latter interfered in Taiwan.
“We will use nuclear bombs first," the video said. "We will use nuclear bombs continuously. We will do this until Japan declares unconditional surrender for the second time." The video was deleted from Chinese platform Xigua after gaining 2 million views, but copies were uploaded to YouTube and Twitter, Taiwan News reported. Business Standard (Indian newspaper) news link

Which is ironic considering how much Japan and SK hate each other's guts.

My pick is Kimmy's running interference for Putin, or at least, taking advantage of Ukraine.
 
I wonder if the message isn't meant for Russia at least as much as Japan/US.
With Russia defacto demilitarizing in the far east, and it's military looking much weaker than anticipated, North Korea might be sending the signal to Moscow that it's junior partner has become more powerful than them, at least regionally.
 
North Korea loves firing missiles over Japan or into the Sea of Japan (ooops! Sorry, I meant to call it the East Sea).

Usually it means that people aren't paying them enough attention, but of course some North Korean apologists (yes, they actually exist and their job is to be really edgy) will act surprised that anyone cares and ask, "Well, where else are they supposed to fire those things? Over China? Over Russia? Maybe they are trying to launch a satellite? What about all the other countries with missiles?" blah blah blah... blah blah blah... blah blah...
 
As has been reported, North Korea hasn't launched a missile over Japan in a while.
Japan urged residents to take shelter early Tuesday morning after North Korea fired a ballistic missile without warning over the country for the first time in five years, in a major and potentially dangerous escalation of recent weapons tests by the Kim Jong Un regime. The intermediate-range missile was launched from Mupyong-ri near North Korea’s central border with China at around 7:23 a.m. local time, according to South Korea’s Joint Chiefs of Staff (JCS). It flew about 4,600 kilometers (2,858 miles) for 20 minutes at an estimated maximum altitude of 1,000 kilometers (621 miles) over Japan’s Tohoku region on the main island of Honshu before falling into the Pacific Ocean, some 3,000 kilometers (1,864 miles) from the country’s shore, Japanese officials said. The last time North Korea launched a missile that crossed over Japan was in August 2017 (five years ago). It was condemned by the United Nations.
“The Security Council stresses that these DPRK actions are not just a threat to the region, but to all UN Member States,” the statement continued, expressing the 15-member body's grave concern that the DPRK is, by conducting such a launch over Japan, “as well as its recent actions and public statements,” deliberately undermining regional peace and stability and have caused grave security concerns around the world. Five days later North Korea "successfully" tested a nuclear device.
North Korea says it has successfully tested a nuclear weapon that could be loaded on to a long-range missile. The secretive communist state said its sixth nuclear test was a "perfect success", hours after seismologists had detected an earth tremor. Pyongyang said it had tested a hydrogen bomb - a device many times more powerful than an atomic bomb. Link to BBC archived news report

South Korea reported the seismic tremor created by the test was recorded as almost ten times more powerful than the one produced by the previous test. By the way, prior to both of these events in 2017, trump had promised to unleash “Fire and fury like the world has never seen,” if North Korea continued to act in a hostile manner.
 
So the Norks missed one of the biggest islands in the world by 800 miles? I guess I'm not worried about California.
