Do you believe Hoffmeister got the right answer regarding the failure sequence? Do you believe JAIC got the failure sequence wrong?

Kari Lehtola obviously made it up as that is what he claimed on day two when he was appointed, before the ship was even located.

How would the helicopter crew know all the names and dates of birth of all the passengers and crew?

What if the person pulled out of the water was incapable of answering?

How could it be verified?

It wasn't a Swedish ship and didn't sink in Swedish waters and the captain wasn't Swedish.

Police are suspicious. It is their job to be suspicious. If a passenger ferry sinks in half an hour to the bottom of the sea, you should be very very suspicious. If you are a good detective you will already be determined that the culprits will not get away by hook or by crook.

They contact the public records office of whatever country the rescuee claims to be from, and make a FOI application. The office is obliged to respond within 30 days.

Tough. They get thrown back.
 
Their names did appear on early survivors lists.
As soon as a name gets wrongly added to one list it'll inevitably get copied onto other lists. After people can check the lists against who's actually where, the mistakes can get identified.

The guys told to bring in the senior officers will have been appraised in advance who they are looking for, together with photos and personal details.

If someone can't talk, you send him to hospital and wait until he is better.
 
From what I know of Atlantic locks, I believe the JAIC were ignorant as to its function.

It is covered in great detail in the report and in the supplements to the report, both it's design' development and construction.

Why do you think JAIC were ignorant as to it's function?

I trust Hoffmeister to have upheld academic and scientific principles of objectivity and integrity. So I do believe there is a high level of probability that his failure sequence is correctly calculated.
