I found one person 'diagnose' bi-polar disorder who later walked that back. Mentioning drinks or drugs is not making a diagnosis. I also said that one cannot diagnose from a single video so we are in agreement there. But you are also forgetting there are his news interview on video and his incoherent FB rantings.

It is possible the guy is "just a ****", too. Ted Cruz and Josh Hawley are huge *****, but do you see them standing up in Congress and asking their fellow members if masturbating feels good or kicking them in the groin?
As for an organic cause, it's also possible, but from what some people who know him have said, this kind of behavior has been a long time on-going issue with him. This was just the first time it was caught on video and publicized. So I doubt he's suddenly developed a brain tumor.

It's not difficult to get a substitute teaching license in Kansas:
Anyone with at least 60 hours of college credit (the equivalent of two years of college) in fields unrelated to education may apply for an emergency license. The licenses are valid through the end of the current school year. Each renewal afterward is valid for two years.

All substitute licenses involve a fingerprint and background check.

Emergency subs are able to teach up to 50 percent time, with pay ranging around $90 to $120 a day, according to KSDE.
