I don't know if it's important. There was quite a bit of technical analysis on the authenticity of the Flyboard video so I guess it could be more or less important than that.

I don't know enough about video to judge if there's a known principle for why this would happen.
This is fantasy. The Parliamentarian's decision could have been overruled by Harris. The covid relief bill with the wage increase also could have passed by a simple majority
So? Are you thinking this is some kind of video fraud? Why? And keep in mind if there were, the White House Press Corp would be part of the conspiracy. What I see are two different camera views. Nothing looks strange to me.

In this odd video, after approaching the microphones, his hands conspicuously pass in front of the microphones which should be smaller and in the foreground at least a few feet in front of him. Can this be accounted for by artefacting or video compression/rendering/interpolation or whatever?
You should watch Michael Shermer's talk on "why people believe weird things". He goes into depth how all of us come to believe what we believe.
Regardless of how intelligent one might be, the process is often not rational. It's often instinctive and then from that moment on we tend to seek out evidence that confirms our instincts and dismiss what doesn't. And that is true whether you're Einstein or the village idiot. We all do this.
Trump supporters have been fed a steady diet of gas lighting and stories of why they should distrust the media. It's not surprising they are pixel focused on anything , and everything that confirms this narrative.

I think the hand-over-microphone videos were at least as worthy of discussion as the picture of the dress that some people thought was white and others thought was blue. Not knowing anything about video production, I thought the microphones looked added in post-production somehow and a lot of people, partisan or otherwise, perceived other shenanigans in the exact same footage. All the proposed shenanigans would require a conspiracy between at least Associated Press and Washington Post. I don't subscribe to conspiracy theories so I wanted an alternative non-conspiratorial view and I found it myself (optical illusion, very apparent when both angles are compared in slow motion). I corrected myself quickly and publicly and have done so repeatedly in this thread regarding these videos.
An alternative possibility to Einsteins and village idiots believing wierd things (I've read the book for what it's worth) is that, to you, the subject (President Biden) of this (small) controversy is one that's an uncomfortable target for scrutiny based on your own biases. If it were a video of a totally random person I'll bet you'd be more inclined to at least examine it from the point of view of people who initially found it strange. I wonder if you have the capacity for introspection and self-reflection to consider this. I'm certainly capable of and have experienced the errors in thinking that Michael Shermer wrote about.
Nice try, but if this had been a video of a totally random person there would have been no controversy.
We wouldn't have had people looking for conspiracies or nefarious explanations for mundane events.
