It's not impossible to imagine a "White Man's Burden" version of nationalism, where your country, which is great and perfect and needs no help, has to spend all its resources helping the lesser countries.
It's not something that is likely to arise in American politics giving how our "sides" are laid out, but a weird, twisted inverse of the "We can't help other countries because we have so many problem to fix here" could arise in a political environment where a country has trouble admitting they have problem.
