The recount in Democratic counties is more than 50 completed and Trump had netted Trump a gain of 57 votes mostly because of the lack of witness or voter signatures on ballot envelopes.
But Trump's net gain appears to be flipping to a Biden net gain as Milwaukee election workers discover 386 unopened, uncounted absentee ballots, found underneath opened, counted absentee ballot envelopes.
The Trump campaign argued the votes should not allowed because protocols were not followed. The Biden campaign argued to have them processed. The county board of canvassers agreed, voting unanimously to allow the ballots as part of the recount.
Trump trailed before the recount by 20,546 votes.
